A Texas practice, run by a real person you can talk to.

Caprock Accessibility is based in San Marcos, Texas. It exists for public bodies that need a clear answer and a fair price, not an enterprise sales process.

Meet Joe

Joe Schaffer, founder of Caprock Accessibility, smiling in a blue suit and tie.

Joe Schaffer is a Section 508 and Texas accessibility subject-matter expert with about 20 years of web accessibility work under federal Section 508, WCAG and Texas Administrative Code chapters 206 and 213. He personally signs every report Caprock delivers.

Joe first took an interest in accessibility in the late 1990s, reviewing sites through his own web design company. His accessibility career began in earnest at Texas Parks & Wildlife, where he became the Accessibility/Usability Coordinator. In that role he oversaw every aspect of accessibility across the entire agency, working with all of its divisions. While he was there, he taught others through seminars and classes, helping people understand both the letter and the spirit of the rules. Accessibility has stayed a passion of his ever since.

Later, as a senior UI/UX lead in the private sector, including healthcare, he served on a technical advisory group governing accessibility (Section 508) and usability standards company-wide. He has worked as an independent web and UX consultant since 2009.

Caprock started because the federal rule puts the same obligations on a small water district as on a big city, and small public bodies deserve straight answers in plain English.

How we work

Plain language

Findings your general manager and board can understand.

Honest scope

We document what was tested and when. We never claim to “certify” compliance.

Vendor-friendly

We work with your current web vendor, not against them.

Human judgment

We use automated tools to work faster. A person checks and signs off on every finding.

Our own website

This site is built and tested to WCAG 2.2 AA. Read our accessibility statement.
